Tajikistan
ACIG assisted the Government of Tajikistan to develop monitoring and evaluation capacity for national development programs and projects. We advised on institutional development and capacity building, and system design and implementation for the national Poverty Reduction Strategy monitoring and evaluation system.
ACIG also developed and delivered training courses for monitoring and evaluation, results-based management, data management and statistical analysis.
China
ACIG assisted the Government of the People’s Republic of China develop a Result-Based National Monitoring and Evaluation System for Key Projects.
We worked with the Key Projects Inspectorate Office of the National Development and Reform Commission to:
- review the monitoring and evaluation system under development, and assess the institutional framework and capacities of the key project executing agencies, project implementation enterprises, and key projects inspectorate offices at the national and provincial levels;
- study eight selected pilot projects and determine measurements for key indicators developed via project logic models constructed by the consulting team; and
- prepare and deliver training to explain the concepts and principles of result-based project monitoring and evaluation, methodologies for devising results indicators, and the use of such indicators and the monitoring and evaluation system for policy and decision making.
Asian Development Bank
ACIG has assisted the Asian Development Bank (ADB) to carry out several internal projects.
- Development of indicators for measuring longer term impact, short term objectives, and outputs of their loan projects which involve multiple sectors such as education, water, environment, energy and social development.
- A comprehensive training course to teach ADB staff about defining a service/program/ project, using the design and monitoring framework to identify inputs, outputs, outcomes and impacts, developing performance indicator definitions, sourcing performance data, reporting performance data and considering alternative solutions.
- An e-learning toolkit. This project included the design, development, field testing and operationalisation of an interactive CD based learning toolkit for the deployment of Continuous Improvement and Benchmarking in governments of developing member countries. A key module was on evaluation techniques, including the design, development and use of key performance measures that focus on service outcomes and outputs.
Papua New Guinea
Our team supported the Government of Papua New Guinea’s efforts to improve public sector performance, through strengthening mechanisms to deliver public services.
ACIG successfully assisted the Department of Personnel Management, the Public Service Commission and the PNG Institute of Public Administration. A key program was to support the Service Improvement Program (SIP) of the PNG Public Service, training, coaching and facilitating a group of coordinators based in the Department of Prime Minister and NEC.
Asian Mayor Forum
ACIG advised the Asian Development Bank on various municipal management issues and facilitated several Mayor Forums. The aims of the forums were to provide a means of exchanging information between mayors. Exchanges took place on best practice municipal services and how to address barriers to improving resident services.
Vanuatu
ACIG assisted the Government of Vanuatu improve frontline service delivery in the Ministries of Health and Education. For Health, we improved the purchasing, storage and distribution of medical supplies throughout the nation, while for Education we enhanced the administration system at the Province and Zone levels.
Solomon Islands
ACIG assisted the Government of the Solomon Islands restructure and strengthen the Public Service as part of a Public Sector Reform Programme. ACIG assisted the government downsize the Public Service by fifteen percent and worked with individual ministries to restructure and strengthen to enhance productivity, operational effectiveness and service delivery.
Nepal
In this project ACIG assisted the Government of Nepal to develop a process for selecting development projects and monitoring their performance in terms of output, purpose and development goals. The project worked with four ministries to strengthen staff skills and apply systems and processes to select, prioritise, implement and monitor project performance.
