Chisholm Institute

ACIG has been working with the State Library of Victoria to develop and pilot a best practices framework against which public libraries will evaluate themselves, to determine their level of compliance with the best practices and identify areas for improvement.

Dear Gerard, many thanks for your congratulations, following the LGPro award for Being the Best We Can. The award is terrific recognition of a mighty project (almost completed). There’s no doubt in my mind that the commitment, discipline and rigour that ACIG brought to the project has added immensely to its credibility and been a major contributor to its success. Department of the Premier and Cabinet, SA

ACIG reviewed and mapped the briefing process used to support the Premier’s appearances before the Estimates Committee.  We made practical recommendations to reduce the briefing preparation period (in stages) from the current three months down to four weeks and then two weeks.  The Department has approved the recommendations and will begin implementation in 2011.

Some quick feedback re Gerard and Michelle – they were very knowledgeable in the process improvement area and able to quickly pick up the issues for DPC. They also tailored their approach to some of the cultural issues we needed to tackle. It has certainly been a pleasure working with them both.

Department of Justice, Victoria

ACIG assessed the extent to which the regulators within the Justice portfolio comply with the regulator practices contained within the Better Business Regulation (BBR) Best Practice Framework.  ACIG implemented a series of self-evaluation reviews in each of nine DoJ regulators, testing and modifying the self-evaluation process and the framework itself through continual assessment of the BBR process.

ACIG helped the regulators to evaluate their regulatory processes from end to end, starting with policy development, strategy selection, regulatory scheme design and implementation planning, through to full-scale operation of the regulatory scheme, and its review and improvement.  One of the most important outcomes was a strategic improvement action plan that each regulator was able to use to improve their regulatory performance and better manage their legislative obligations.

The engagement of ACIG was by public tender for a project for which large and well known consultancies also bid.  ACIG is a small firm however they demonstrated in their tender documentation and at the selection interview a superior understanding of the principles on which the project was based and of the outcomes the project sought to achieve.

We have had both Gerard Colla and Euan Lockie working for the Better Business Regulation project and have found their knowledge and adaptability of a high standard.  Although both have different strengths, we have found their combined contribution to be complementary, such that all emerging issues have been fully addressed.  Their contribution and advice to the improvement of the project has been significant.

Over the last decade ACIG has successfully completed many projects at Boroondara, including process review and improvement exercises, and benchmarking activities.

ElectraNet

For  this South Australian electricity distributor, ACIG carried out a comprehensive evaluation of organisational capability and capacity, to determine ElectraNet’s capability of delivering its major capital works. This evaluation involved understanding the business rules and organisational context – including legislative requirements and governing policies, assessing the organisational processes and resourcing levels – to determine whether it could meet its agreed objectives.

ACIG was very responsible and helpful in defining and scoping the assignment.  The assignment needed to be completed in a reasonably tight timeframe.  ACIG mobilised quickly and completed the initial investigation within budget and schedule.  The quality of the deliverables was high with the right balance of detailed data, analysis and best practice experience.

ACIG’s engagement was extended to assist with implementation.  Their approach and advice has been timely and focussed and value for money.  ACIG’s consultants were required to present their findings to the ElectraNet executive committee which was done in a very professional, instructive and succinct manner.

Asian Development Bank – China

ACIG developed a result-based national monitoring and evaluation system for key projects for the People’s Republic of China.

The Consutant [ACIG] demonstrated excellent all-around initiatives in completing the assignment in a relatively difficult developing county context.  The Consultant understood the client needs and was able to build on what the client had already developed (i.e. a monitoring and evaluation system focusing on input and activity monitoring) and made it more results (output and outcome) oriented.  Despite difficult circumstances encountered (i.e. change of leadership on the Government side and other unexpected events) the Consultant was able to achieve the intended outputs and outcome.  Overall a commendable job!

Asian Development Bank – Tajikistan

Over a period of almost two years, Euan Lockie (ACIG’s evaluation practice manager) assisted the Government of the Republic of Tajikistan to strengthen its results management systems.  Euan also monitored and evaluated its Poverty Reduction Strategy and National Development Strategy.

Mr Euan Lockie is an exceptional individual, who is totally dedicated to the assigned task.  He is extremely hardworking and responsible.  He has been consistently producing top quality outputs.  The consultant was a good team player and was conscientious and thorough in his work.  Excellent writing skills.
